In December 2019, the UK Government voted in agreement for a new Brexit deal, which meant that the 31st January 2020 saw the UK leave the EU, and the beginning of the transition period as stated in the Withdrawal Agreement.
This transition period ended at midnight on the 31st December 2020, with the UK no longer a member of the EU.
Following this, there are certain requirements on all shipments between the UK and EU, and GB and NI. Official guidance has been published by HMRC, advising of these requirements for express parcel carriers, i.e. Yodel.
Shipments to Northern Ireland
Following the publication of The Windsor Framework Agreement on 9th June 2023, the new arrangements for sending parcels from Great Britain to Northern Ireland will come into effect on 30th September 2024.
C2C parcel movements (Send)
Parcels sent from a consumer to a consumer, Yodel will provide the shipment data for the movement to HMRC.
B2C parcel movements
Consumers in Northern Ireland ordering from businesses in Great Britain will continue to order and receive goods as they do today. The sending businesses will not need to provide or generate any commodity codes for the movements. Instead, Yodel will provide data to HMRC using the shipment information received from the sending business (PAN). This will be under a new “authorised carrier” scheme.
B2B parcel movements
Business movements will follow the same “green and red” lane process that is currently in place for freight. This means that, to use the green lane process for parcels, traders (either the sending or receiving business) will need to be authorised under the new UK Internal Market Scheme (UKIMS) and meet the criteria for moving goods under this scheme. HMRC will be communicating directly with those business owners.
HMRC are working closely with Yodel on the above processes to ensure this is done without disruption to parcel movements.

Shipments to Europe, including ROI
Shipments to Europe and ROI will be treated as an international parcel via our international delivery partners, DG International
There is now a requirement to provide additional data for each parcel in order to comply with the new customs declaration process and policy
Our shipping tool specification has been successfully updated to include the provision of the new data fields
Parcels received into our network which don’t comply with the new customs process will be returned to sender
